Texas, like many states, is facing a huge budget deficit, and is considering slots at tracks to raise revenue, the report said. In order for gambling to expand in Texas, approval is needed both in the legislature and people must approve it in a referendum on constitutional amendment, the Texas Statesman said. Slots at racetracks would also benefit the struggling horse racing industry, the report made note. |
