Mom facing charges after leaving baby outside casino

12 August 2009

WINDSOR, Canada -- As reported by the Detroit Free Press: "A 32-year-old Ontario mother is going to be charged today with child abandonment after she left her sleeping infant in a parking garage while she gambled at a Windsor casino.

"Thi (Helen) Tran-Franklin, 32, of Tilbury, Ontario, also will be charged by the Ontario Court of Justice with failing to provide the necessaries of life for leaving her 6-month-old in her car at Caesars Windsor casino, Windsor Police staff Sgt. David Kigar said today.

"If convicted, Tran-Franklin could face anything from fines up to jail time, Kigar said. The Children's Aid Society, which took the baby from the woman Thursday, would then determine whether she could retain custody of her child.

"Parking garage video surveillance tape shows the woman's 1999 Chevrolet Malibu arriving at the parking structure at 10:55 a.m. Wednesday and Tran-Franklin entering the casino. She checked on the sleeping baby at 12:02 a.m. Thursday, peeking in the windows, then returned to the games. Then at 12:30 p.m., a valet parking attendant spotted the baby in the backseat, awake but not crying, Kigar said..."
