But this gambling game is still popular in Ganja despite the prohibition. The Ganja Office of Azerlotereya OJSC conducts most of the game. "…The gambling game is usually played at tea houses in Ganja beginning from 12:00 every day. A participant pays 1,000 AZM for 3 hand-made playing cards. "Then he observes the game and fills in the blanks on the cards. The rules are written on the walls of the tea houses. "…The Lotto game is illegal for the following reasons: The tea houses (or similar places) do not have any signs concerning the name of the gambling game and the organization conducting it on them. That means rather hidden character of the game; the rules of the game and the amounts of the rewards have not been confirmed and declared, the rules written on the walls of the tea houses are unclear and cause questions, registration is not available, no commissions attend the lotteries…" |
